A Master Plan for ProvPort

ProvPort is engaged in the development of a master plan that will identify priority projects and better position them for federal grants over the next 30 years. This year-long planning effort will evaluate port infrastructure as it exists now and also predict future trends and conditions over the next three decades. The plan will make recommendations for capital projects to improve operations, identify opportunities for expansion, promote community benefits and sustainability measures, and ensure coordination with city waterfront planning efforts. The master planning process will integrate public and stakeholder feedback through community meetings and dialogue. The process will also integrate and coordinate efforts with the Infrastructure and Resilience Planning Framework (IRPF), led by the University of Rhode Island Marine Affairs and Coastal Resilience Lab.

Incorporating IRPF principles will ensure that the port master plan takes a comprehensive approach to natural hazard resilience, with a particular emphasis on critical infrastructure systems and their interdependencies.

Facts about ProvPort

ProvPort, Inc., was created in 1994 as a 501(c)(3) nonprofit chartered in Rhode Island to operate the former Providence Municipal Wharf within the Port of Providence. The Port of Providence is New England's second biggest deep-water port and a strategically located Northeast port anchored by a strong tenant base each of which utilizes the port as a distribution center within the New England area. ProvPort’s tenants are primarily major companies with a long history at the port.


ProvPort covers over 135 acres, composed of 27 leased and common area parcels (Project Area). ProvPort has 14 active leases and contains 4,200 feet of berthing space, 50,000 square feet of covered storage, and more than 20 acres of open lay-down area. With on-dock rail service and 40 feet alongside water depth, ProvPort is just 1 mile from the country's interstate highway network.

ProvPort Master Plan Study Area

The Study Area for the plan incorporates a broader area roughly east of US Route 1A (Allens Ave/Narragansett Blvd) from the Junction of I-95 and 195 (Collier Point Park/ Dominion Energy) to the north and Northrup St/Harborside Blvd to the south. This Study Area is roughly contiguous with the IRPF Study Area under evaluation by the University of Rhode Island, which is subject to long-term flood hazards and contains primarily water-dependent and industrial land uses and adjacent transportation infrastructure, as well as adjacent lands that are affected by environmental impacts of these land uses.
